[TEST] add a static test for harvester load balancer ip_pool

use this IP address from the pool: 10.115.253.192

create a new test in validation/harvester/provisioning/cloud_provider_test.go that uses a new function, similar to CreateHarvesterCloudProviderWorkloadAndServicesLB in actions/cloudprovider, but instead of using dhcp, uses ippool for the cloudprovider ipam.
