Announcement section enhancement

1. Move tags to left side on bigger screens and to top on smaller screens. 
2. Sort tags by recent posts. 
3. Hide clear filter button if no tag has been clicked 
4. Show high priority announcements in the past 24 hrs, on top.
5. Use a taggable input for tag instead of text area.
