Padding and truncation of pulse templates

Implement padding and truncation as drafted in #535.

Use case:
Make pulse templates with (slightly) different lengths easily combinable

Open questions and problems:

• integral property hard/impossible to calculate in case of truncation
• Padding with final and/or fixed value?
• Only end or on both sides?
