Reasons for the request

It looks like someone has grabbed numcodecs on TestPyPI. We (the Zarr Community) already own this name on PyPI. However it appears this is not the case with numcodecs. Could you please transfer it to me?

Additionally could you please approve my request to setup a zarr org on TestPyPI like we have on PyPI so that the proper people can be given access to numcodecs?
