LNK1104 cannot open file 'python310.lib'

Getting the title error when trying to build a c++/cuda project in Visual Studio with pyBind included.
Steps:

1. Start up new VS CUDA runtime project (CUDA v11.3 since some suggested it was easier to play with pyBind)
2. verify successful build
3. add #include <pybind11/pybind11.h> and add relevant directories to project includes.
4. rebuild and get build error LNK1104 cannot open file 'python310.lib

Is this a bug or my error?
