Rethink the Tool--[implements]-->Formalism relationship

It was suggested by Sadaf, that Tools shouldn't only implement Transformations, but Formalisms too.

Istvan: perhaps Tools should only _implement_ Transformations, and _be able to interpret_ Formalisms.

The output of this issue will be another issue concerning with the implementation.
