Generate and Publicize CEL content for PLN (and broader community) consumption for each of the major CEL workstreams

• CEL is doing lots of great cross-team work in key areas of growth for the Filecoin ecosystem (Retrievals, IPC, and pre-FVM gas analyses).
• Publish, at minimum one (1) blog post via the CEL medium account each month providing an update on atleast one of these workstreams (eg. end of October, we can publish a blog post on the Saturn aliens progress, November can be IPC or pre-FVM gas, and so on)
• The idea is to generate consistent and accessible technical content for the broader PLN community to follow CEL progress in key research areas.
• Ship a Filecoin Case Study of Filecoin’s Cryptoeconomics
