Mods that affect gameplay elements, not represented in the pp system, shouldn't affect pp value

What I'm arguing against is the flat penalty to pp for removing something that doesn't affect pp. Basically, if removing something through the editor doesn't affect the pp values of the map at all, neither should removing it with a mod.
