The goal is to be able to use the Powsybl limit reductions on the security analysis
Describe the motivation
Limit reductions give the capacity to reduce operational limits depending on the context (N or N-k) and/or , using for example factors, to get violations on lower values than the one written on the network element.
An example could be : "reduce the permanent limit of all lines to 95% on N computation"
