Create step by step guide for institutions refreshing a full data load #1174
Description
Some of the procedure is implicit in the existing documentation, but it should be spelled out explicitly, step by step, both to ensure that institutional uploaders can do it easily and that our process for doing it is as straightforward as possible. The guide should be linked prominently from the POD website and other relevant documentation, and should be updated as needed to reflect any changes in how the process happens (e.g. changing who's allowed to do certain operations on streams)
