`yarn test:koku` doesn't work

Prefix "https://ci.cloud.redhat.com/beta/cost-management" in https://github.com/patternfly/patternfly-a11y/blob/master/test/koku-config.js doesn't ever load, meaning that we won't be able to successfully run `test:koku` in https://github.com/patternfly/patternfly-a11y/blob/master/package.json#L14.

Is this still needed?
