Add tool calls component

Add new card similar to feedback/sources card that allows user to take action when LLM suggests a tool call. Would require tests and demo in Bot Messages section on the Messages page. Spread props down to any PatternFly components we use as children so consumers can do whatever they so desire.

We may want to make it optionally expandable in future, so just build it taking that into account - we don't want to have to change the API. However, no one needs this yet.
