Matching labels process is slow and we give no feedback until it is finished

It takes to packit more than 1 minute to check for labels in all the defined tasks and it gives no feedback before checking the labels.
We should give immediate feedback (the drawback is that we can find out there is no work to do for packit).
Or we should speed up the process.

Recently burned SLO1 problems seems to relate a lot with the tmt PRs (where packit is particularly slow). The matching labels process in handling the tmt PR is particularly slow; in the last two months, tmt added new tests cases, identifiers and labels to their - already big - packit config, increasing the time packit needs for handling the labels.
