Is it possible to retrieve a list of all apps that have low download counts and were released before 2022?

I'm looking to filter apps based on two criteria:

• Apps with low download numbers (e.g., under 1,000 installs)

• Apps that were released before the year 2022

Is there an existing way to achieve this using the current API or toolset, or would this require a custom implementation?
