Timeout occurred when downloading summary.sig file

I'm getting this error as soon as I push an update commit to ostree repo. Repo is not configured to use signed commits.
Basically steps I followed

• Initialized ostree repo
• Built edge commit
• download artifact
• extract commit (pull local from untar'd artifact and commit repository)
• compose edge ami
• Create snapshot
• Register AMI
• Use terraform to spin up an EC2 instance using edge ami
• Make updates to blueprint and generate an update commit

Any ideas what i'm doing wrong. I thought summary file is required only when you generate static deltas, Why is rpm ostree expecting summary file in addition its looking for summary.sig which as I understand is created when you sign the summary file
