The README's installation instructions already cover setting up a multiworld with only one player.

If you're asking for a "standalone" randomizer, without the Archipelago setup, then no we don't have that.

How do you download the Core Archipelago Tools?

• Install the core Archipelago tools (at least version 0.5.0, but preferably the latest version) from Archipelago's Github Releases page. On that page, scroll down to the "Assets" section for the release you want, click on the appropriate installer for your system to start downloading it (for most Windows users, that will be the file called Setup.Archipelago.X.Y.Z.exe), then run it.

You need them to generate an Archipelago multiworld. The mod won't do anything useful without an Archipelago server hosting a multiworld it can connect to.

I have a Linux system, downloaded the .tar.gz, unpacked into the .../Ixrec.ArchipelagoRandomizer folder, there is no .exe file, but again, it's Linux, and the act of unpacking seems right.
I downloaded the .apworld and .yaml files, put the .yaml file into the .../Players subfolder.
I double-clicked the .apworld file (in a few different places, because none of them are doing anything different, and nothing works, still), which created an outer_wilds folder containing a lot of Python files. It added nothing to the custom_worlds folder.
ArchipelagoGenerate does not do anything.

You're not meant to do anything with the .tar.gz file on the releases page. Github auto-generates those no matter what I do, even though for this particular project they're useless for everyone (even if you feel like building the mod from source, you should be using git commands rather than tarballs).

If double-clicking the .apworld file doesn't do anything, that means the core Archipelago tools were not installed.

"ArchipelagoGenerate does not do anything." is the weirdest thing you said, because that implies you do have the core AP tools, but they do nothing; even a broken installation should at least tell you that you hit a Python error of some kind trying to run the program. This sounds more like an issue with Archipelago itself than with this specific mod, but we'd need way more detail about the state of your system to tell what went wrong. Honestly, I'd just reinstall everything from scratch, and if there are still issues come to the OW modding Discord so people who actually understand OW on Linux can help (I only have Windows).

Ran into an issue in which teleporting to the Black Hole Forge pad from Ash Twin (Pads are randomized, but the connection rolled as vanilla) incorrectly flagged me as being on Giant's Deep, which affected the split translator and seemed to also affect gravity
