Add the ability override the settings for REST connections to the OpenSearch API #29
Description
The retry logic for REST connections to the OpenSearch API is hard-coded. End users may want to adjust these settings to suit the specifics of their environment.
Success Criteria: The retries, backoff_factor, abd status_forcelist settings are able to be overridden in the optic-settings.yaml
