Upgrade the provider to use CAPI v1.11 #471

What would you like to be added:
Right now CAPOCI supports CAPI v1.10. v1.11 has been out for a while. We need to upgrade to support this new version. Here is the documentation about upgrading from 1.10 to 1.11 https://cluster-api.sigs.k8s.io/developer/providers/migrations/v1.10-to-v1.11

Why is this needed:
We want to stay up to date with what CAPI supports.
