Installing torch and torchvision error

Help! It is error: "Could not find a version that satisfies the requirement torch==2.1.2 (from versions: 2.2.0, 2.2.0+cu121, 2.2.1, 2.2.1+cu121, 2.2.2, 2.2.2+cu121, 2.3.0, 2.3.0+cu121)
ERROR: No matching distribution found for torch==2.1.2" when I run web-user.bat
How can I resolve it?
