I have been looking at SimpTip

Not a bad idea. Tooltips are something that clients automatically come with a UI. It'd be nice to have a framework in place that has been vetted and works with out theme stack.

Also, using http://qtip2.com/demos on Edison. May be a good solution as well.

jqueryUI has a fairly straightforward tooltip interface as well.
