How do I migrate the DB from 3.0 to 3.1 on Windows? #11897

- Installation: one-line installer

I was having issues with memory fragmentation (affecting performance during sync) that someone mentioned could be resolved by moving to the latest release candidate. It seems like moving to this new version requires me to run a migration, but since I don't often do development on Windows I'm having trouble.
The process on using the script for Windows doesn't seem very well documented so I thought I would ask here. I really don't want to have to fully re-sync because it takes literally weeks!
