Build error for KVM ONIE build during X509 certs extract!

Team,

I am building KVM image in 2022.05br branch with the following command

make -j4 MACHINE=kvm_x86_64 all recovery-iso

I am getting error:

make[2]: *** No rule to make target '/home/build/src/onie/encryption/machines/kvm_x86_64/keys/ONIE/efi-keys/ONIE-shim-key-cert.pem', needed by 'certs/signing_key.x509'. Stop.
make[2]: *** Waiting for unfinished jobs....
EXTRACT_CERTS
make[1]: *** [Makefile:1732: certs] Error 2

Please let me know what needs to done to fix this.

make MACHINE=kvm_x86_64 signing-keys-generate should generate the required keys

https://github.com/opencomputeproject/onie/blob/master/emulation/README-onie-vm.md covers this a bit but I haven't run through everything it says
