Display folder actions in blank line below the breadcrumbs

As a user, I want to quickly access the most relevant actions for the current folder so that don't need to search any context menus for them.

Acceptance Criteria

• inside personal & project spaces, the empty line below breadcrumbs includes the most relevant actions for the current folder: Share, Copy permanent link, maybe Details?
• the root of the personal space has a contextual helper Learn about Personal, similar to the Spaces page, since it doesn't have these actions (?)
• the batch actions replace everything in this line when at least one file is selected or an item is in the clipboard
• other views that have filters and/or the search bar will "move" to the currently empty line, so they share the same space with the batch actions. same mechanism here: selecting resources or having an item in the clipboard shows the batch actions instead.

This is basically an alternative solution to #2021 and #1905 that @tbsbdr and I came up with today. It also tackles our "blank line problem". Might still need some fine tuning and refinement.
