extract `NGV` subcircuits (epic)

Context

Currently, there is no way to extract NGV subcircuits with astrocytes and vasculature. This is an umbrella issue to track progress

I add this ticket to the standup as I think this is the current active one (& higher priority) in relation to the roadmap capability

(I remove the standup label from the other assigned tasks as considered lower priority / background tasks)
