Release proto crate

https://github.com/open-telemetry/opentelemetry-rust/pull/3093/files has updated tonic/prost. Opening an issue to see if there's enough interest to have a one-off release of the crate to get this. (The overall next release might be another 1-3 months away, to include Distributed Tracing changes etc.)

Please +1 this issue if you need the proto crate released with new tonic/prost.
