Rework webpack subsystem to resolve critical vulnerabilities #401
Description
The UI is built for deployment using the webpack package to compile JavaScript modules. The version of webpack and several supporting modules are extremely out of date. There are 2 critical , 1 high, and 2 moderate vulnerabilities identified by dependabot.
Unfortunately, there are significant differences in the options and configuration used in the newer versions and after upgrading, the project no longer builds.
Additional effort needs to be spent to identify and rework the webpack configuration to bring it up to date.
