Create area to host ownership database on payless

Not sure the best way to organize, but here are the relevant dimensions I imagine...

• Version of code which creates the database
• Time slice used to create the database (just most recent for now, don't want to introduce complexity of history)
• Affiliation methodology (for now, using CMS's affiliates for nursing homes). But basically, we will produce versions of the dataset with different affiliate mapping methodologies overlayed via "AffiliatedWith" edges.
