Replace init-state with something written in caml

Script `./init-state` is nice. But having someting in Caml could be nice too. At least two options
- Have a dedicated standalone tool, either native binary or ocaml script
- Add a option to ocamlorg to make stop one package.state is written

That would allow removing the system dependency on inotify-tools
