storage: fix deprecated value for flush_on_last_del

flush_on_last_del: yes is deprecated.

This can be 1:1 replaced by
flush_on_last_del: always

This was changed in upstream multipath-tools 0.9.9
And patched in RHEL9 since 0.8.7-29.
