looking for a way to configure python and c++ code formatting with one tool that works on windows and linux

If somebody wants to tackle this, the following things need to happen:

• Fix the path of the state directory that contains the eval cache to be Windows specific.
• Check all the code for path handling and see if it works on Windows.
• Extend the CI pipeline to Windows.
• Probably some more testing.
• Extend the release pipeline.

I'd welcome someone to help maintain the Windows side of things 🙏.

I don't have a Windows setup, and haven't used it actively for a very long time.
