Fail `jenkins/worker/create.yml` playbook if installing `WiX Toolset Visual Studio Extension` fails

This change is needed to prevent the problems described in #3442 from repeating. In that case, I installed the WiX VS extension manually and fixed it, but this should be handled by the Ansible playbook creating the worker in the first place.
