Ship ExApp as part of an existing PHP app #524

Describe why it is important and where it will be useful
For the whiteboard or Collabora we already have integration apps written in PHP. Currently they require a separate service that we can deploy as an ExApp, however currently it requires to have two apps released ot the app store.
Describe your proposed solution
Ideally we could just add the ExApp metadata like containers to the existing apps info.xml and if a dsp is available it could be deployed automatically when the regular Nextcloud app is installed.
