Something is wrong with creating personal workspace

While creating a new user normally we should create a personal workspace and a to be reviewed workspace. But the personal workspace is missing.

So need to investigate that.

What is the "to be reviewed workspace"? Don't we just need the user's workspace pointing to live (unless it already exists)?

The to be reviewed workspace is a private workspace that points to live and is visible for admins. Did that to rebuild the behavior we had before ... there we also had the workspaces for each user but back then we as admins could see the workspaces and reviews them.
