Actions hang

I have a workflow I wrote that just hangs at the same place each time. I'm wondering if I'm missing something about events here. If I run act with an action while in a repo, should I expect it will complete? Or do I need to cause some sort of 'action' on the repo for it to finish?

Currently hangs here:

I've tried passing in an event.json using -e:

I'm going to close this discussion. is hanging because the pre-commit can't auth against our GHE
