Problem Description

Ran GDS before Uart device is live:

  File ".../src/fprime_gds/common/communication/adapters/uart.py", line 86, in open
    if not self.warning_throttled:
           ^^^^^^^^^^^^^^^^^^^^^^
AttributeError: 'SerialAdapter' object has no attribute 'warning_throttled'
