Testing, CI and any additional checklist items needed to ensure that an externally developed component is suitable for inclusion in F Prime Community or in the F Prime core repository.

Rationale

Reducing the opacity and confusion around what quality metrics are needed for official inclusion will improve the general quality of publicly available components as well as reduce inclusion workload on internal JPL personnel.
