Add support for rassumfrassum

I think it'd be a nice addition to support rassumfrassum too. When started as rass python it starts both ty and ruff.

One thing I'm a bit curious about is whether rass works for PEP scripts if you change the ty option to call "rass python". I haven't had time to test it yet.

This is supported now.

I ended up adding a dedicated rass backend rather than treating rass python as a drop-in replacement for the existing ty backend. The main reason is that PEP-723 support here needs some extra handling for per-script environments and local tool resolution - specifically generating presets for rass on-the-fly.

A few details:

• eglot-python-preset-lsp-server now accepts rass
• eglot-python-preset-rass-tools lets you choose the managed tool list, for example:

  (setopt eglot-python-preset-lsp-server 'rass)
  (setopt eglot-python-preset-rass-tools '(ty ruff))
  (eglot-python-preset-setup)

The README.md on the repo documents several more options that can control rass, and there's an ability to pass custom options to ty/ruff and still get working presets generated.

I'm waiting to publish a release until melpa/melpa#9899 gets merged, which will bundle the extra templates needed to make those presets.
