tucana triggered during a run on HQ

i'm not sure how this happened and obviously i've played like 300 ob games and this never happened before. but on the last run of the runner's last turn of the game, they stole an agenda from HQ and i got a tucana prompt. it doesn't show up in the replay sadly.
