The "Show/Hide {x} more tags" option is not showing/hiding any tags if a search term which returned no tags was added inside the `Tags` search field

Steps to reproduce
Steps to reproduce the behavior:

1. Go to any community form (e.g: https://support.allizom.org/en-US/questions/all)
2. Add a search term inside the Tags search field that is not going to return any tags.
3. Click on the Show {x} more tags option.

Expected behavior
Option A: The Show {x} more tags is going to display a list of {x} tags.
Option B: Hide the Show {x} more tags option if a search term which returns 0 tags was entered.

Actual behavior
The Show {x} more tags is not showing any additional tags
