The Locale options from the "Question Details" section are not updated based on the selected "Product"

Steps to reproduce
Steps to reproduce the behavior:

1. Sign in to SUMO and post a question against the Firefox community forum.
2. Click on the "Question Details" section.
3. Click on the "Edit details" section.
4. Select a different product from the "Product" dropdown.
5. Select a locale from the "Locale" dropdown that is not enabled for the selected product.
6. Click on the "Save changes" button.

Expected behavior
Step 5: The Locales available inside the "Locale" dropdown are updated to reflect the locales available for the AAQ configuration of the product selected in step 4

Actual behavior
400 error since the selected locale is not enabled for the AAQ configuration of the product selected in step 4.
