Unable to mark a question reply as spam if it was previously moderated as not spam

Sign in to SUMO with account A

Steps to reproduce
Steps to reproduce the behavior:

1. Go to any question posted inside the community forums.
2. Post a reply to question which is going to be automatically flagged as spam (e.g If it works in another browser, then it’s definitely a settings issue in your current one[https://example.com.])
3. Sign in to SUMO with a user that has the proper perms of moderating /flagged content.
4. Navigate to the https://support.allizom.org/en-US/flagged page.
5. Update the flagged content status with No spam found and click on the "Update" button.
6. Navigate back to the question.
7. Click on the "3 dotted" menu for the reply from step 2.
8. Click on the "Mark as spam" option.

Expected behavior
The question reply can be successfully marked as spam manually after a wrong content moderation.

Actual behavior
The question reply can no longer be manually marked as spam and even after deactivating the user via the Deactivate this user and mark all content as spam the question reply is not marked as spam.
