Consider removing the color and text-decoration hover effect for the "asked by" question information

Steps to reproduce
Steps to reproduce the behavior:

1. Go to a product community forum (e.g: https://support.allizom.org/en-US/questions/all)
2. mouse-over the asked by field.

Expected behavior
Only the username from the asked by section has an underline text-decoration since that is the only clickable item.

Actual behavior
The entire asked by section has an underline text-decoration and color effect on hover giving the user a false impression that the entire section is clickable.
