Provide default out of the box configuration for default Spanner/MySQL

We want clarity on how to run/build Sync when it is build and enabled with the standard Spanner and MySQL image.

We should have a local.toml file that defines the default configurations with annotations or notes that specify how these are used. The settings structs in the Config of Sync is a place that uses/sets these read in values, so possible annotations there are of use.

We would also want a short doc page in our main documentation added to describe these configurations and options for a default build of Spanner/SQL.

I think the plan is to have a local.<spanner/sql>.toml file that holds specific configs for using a standard spanner/mysql builds with some notes and the docs would live in our docs, added as an indexed page. We can look at the default values in webservices-infra that provide a lot of the env vars which can be set locally.

Ah, gotcha. I’m still trying understand this Jira within its proper context. The parent/epic is about Postgres; there’s no Postgres involved here. While we can list the default values for some env (dev?) from webservices-infra, I’m not sure how applicable they are for a local development environment or self-hosting (generally speaking of course; I don’t know the settings and their values by heart). For example, a self-hoster would probably want a smaller Spanner db pool size. Is the goal for a developer/contributor to use these tomls to start the services without editing them?
