CLR picker isn't excluding issue assignee and/or peer reviewer #361
Description
With recent changes (either here in this repo and/or with migration to Jira Cloud), the "CLR picker" that comments on issues in queue is pinging people who aren't eligible to perform CLR
- In https://moodle.atlassian.net/browse/MDL-86001?focusedCommentId=987070 Tim Hunt was flagged as available, despite him being the peer reviewer
- In https://moodle.atlassian.net/browse/MDL-85996?focusedCommentId=987436 I was flagged as being available, despite me being the assignee
This worked correctly until recently
