Licence clarification

Although most references to a licence seem to be to GPL v3, I notice the composer.json file and the formatted display of the README (maybe pulling from the composer.json?) reference GPL v2 or later. Is this a mistake?

@james-cnz It seems that the composer.json is only the place that references GPL v2 instead of v3. The license file has been GPL v3 the whole time, so it does seem like a mismatch to me as well.
