_i18n/library: refactor mastering monero

removing some inline html (see example) the href remains here, but this can be solved with a {{ variable }} , the title of the link is useful for being translated though.. maybe a small plugin to handle this. i invision something like

• visit {{ html.href.masteringmonero }} {{ %translated masteringmonero_url_title }} for more info
• a plugin would then handle this appropriately D: and {{*}} is set as a placeholder in weblate so translators can not modify it

weblate would normally delete the unused masteringmonerop key for us
