Customisable mmo* Layout

Needs the client side Spout Addon for this - but allow the user to drag / resize elements, as well as anchor to different corners / edges.

Needs to display which edge the section is actually linked to, as well as the relative positioning within it.

Should probably be per-plugin, or per-id (default using the plugin name).

Location would be stored on the server, so the client gets the same UI regardless of where they log in from...

Started this with the onMMOHUD() Event - currently only gets used by mmoInfo to prevent overlap at the top, but should be easy to start using it.

This does need a separate plugin I think - then admins get to choose if the layout is static or user-controlled.
