Feature request: FP16 Support

The ["shader-f16" extension](https://gpuweb.github.io/gpuweb/wgsl/#extension-f16) is available on Mac (check https://webgpureport.org) and is coming to Windows soon (for now it can be enabled with `--enable-dawn-features=use_dxc`). It would be nice to incorporate it into this project!
