[Bug]: Design Schema command doesn't show up on a connection directly to a database

Description

The Design Schema command isn't displayed a connection to a database.

Steps to Reproduce

1. Connect to a database using server/database
2. Right-click

Expected: Design Schema command is there, similar to right-click on a database in the OE tree.

Actual: No Design Schema command

This option is available for single-database connections with Azure and Fabric. Apparently is not working for single-database connections with Docker containers
