Include paths, set in tasks.json in "args" are not taking effect

Description of a bug:
Included paths in "args" doesn't take effect. The following error occures:

What I have tried so far:

• "command": "echo ${workspaceFolder}" to check the workspaceFolder variable
• To switch C/C++ version to v1.15.4
• to write full relative path for headers i.e. #include "hal/include/hal_gpio.h" instead of #include "hal_gpio.h". -> this helps but not for all folders which is strange. For example full relative path doesn't work for "${workspaceFolder}/hal/utils/include" but works fine for "${workspaceFolder}/hal/include". Am I missing something?

Why am I doing this:
I want to switch from Atmel Studio 7.0 to VS Code and setup a new toolchain with i.e. GCC version 11 instead of latest available GCC version for Atmel Studio which is something like GCC 5 or 6. Currently I'm trying to build an Atmel example project in VS Code for SAMV71 Evaluation Kit.
